This is supposed to help a
colored deck in this environment, but I don't know if it will succeed in that since I doubt it's particularly restricted to decks of those colors. I feel it's unlikely to classify as a build-around.

Cards you might wanna compare this to are Illusory Angel and Call to Heel. #EvasionMatters + Call to Heel is an instant and still sucks.
The name is a... pun I guess? When you proclaim it, the name plays on the flood part of the name and when you cast it's more like "Conscripts of the Sea".
