I like it. I don't like the cost-to-P/T ratio, but apart from that I like it. Even as a rare I think this could be {2}{w}{u} for a 1/4; on a mythic I'd expect more like 2/4 or 3/4 for 4 mana, or 3/5 or 4/4 for 5 mana.

Yeah, I have a tendency to generally underpower cards. Not the worst problem ever, since it's typically easy enough to fix (especially on creatures). Bumped her power up by 1 here. Good call.

Contrary to Alex, I think they've been making a concerted effort in the development of their creatures to make them in a mold that fits their purpose. That is to say, Prudencia isn't going to be combative, as you say, so why bother giving her more power?

Also, keep in mind creative restrictions about the sizes of racial types in Magic. A 3/4 for human is absolutely gigantic, someone who is both well-suited to military operations and casually lifting large vehicles over their head. I think Teferi got a pass simply because he's supposed to be somewhat godly.

Prudencia is basically a 50-year old version of Iron Man's Pepper Potts; she's been quietly making Kavion Foehr's company run successfully for years, and she does it by being the squeaky-clean and hyper-efficient genius assistant. She's powerful in a socio-political/economic sense, but no, she won't be throwing cars Hulk-style any time soon.

Power drops down again. She gets to keep a 2 rather than a 1 simply because she knows how to make you STFU.
