Really, really potent for a Wizard deck; too much so?
It's a very strong card and in constructed could get really crazy fast.
"Put a +1/+1 counter on (all/most of) your creatures" is an interesting effect. Titania's Boon was ages ago, but there hasn't been so simple a version recently, although it's an effect they've played with often: there's Ajani Goldmane, Borborygmos, Fangren Firstborn, Heartmender, Meadowboon, Mayael's Aria, and so on.
I think this is fine costed as it is.
