By happenstance this ended up being a heavy Mulldrifter reference.

I'm considering making this a {5}{u}{u}{u} 8/8.

Some other abilities that I played around with were

> When you proclaim ~, shuffle each other card in your hand to library, then draw

> When you proclaim ~ or when it ETBs, something (such as draw, then discard X) equal to the greatest power among creatures you control
