Oo, it's Haunting Echoes for the hand rather than the graveyard. Note that this is currently significantly better than Wit's End, although that always did seem somewhat overcosted to me.
This seems a fair price for "discard your hand"; there are lots of discard 2-4 card discards, and if someone is sitting there on turn 5 with 7 cards in hand they're sort of asking for it.
But I sort of suspected with Haunting Echoes that they were careful to let your opponent (probably) have already played the spells once, I suspect it may be too aggravating to be hit by this and locked out of the game entirely, if your deck depended on something specific, but I don't know.
As for flavour -- surely there's some sort of devestating memory devouring thing in Doctor Who, although I can't remembr what?

Jack V: Remember that Cranial Extraction and Memoricide exist. They seem to be okay with letting you prohibit one particular card from the opponent.
Alex: Indeed its definitely possible some of the time (and meddling mage is similar), but then you at least need a separate card to look at their hand and know what to name, or to know from your own experience what bomb you're scared they have in their deck.
Here you don't need to know what you're playing against, you can just wait till they look pleased with their draw, and then play this if they don't play it immediately. That's a subtle distinction -- probably it really doesn't matter much, I just had a feeling it was the sort of thing wizards might be careful of.
Okay, point taken. Given all of which, I think this might be a bit cheap at 5 mana.
What should I increase it to? like Wit's End, or the cheaper but blacker ?
Hm. Do you have some big demon that could do this when it deals combat damage to a player, or something? That would increase the scary factor, without making it cost 6+ (when it may rarely be played)?
I'm sure I can think of something. As a Demon, though, it would be player costing 6 or more. Rune-Scarred Demon costs 7, and it gets played! Admittedly, it's a Demonic Tutor on a 6/6 flyer.
I made it into a Demon, but increased it's CMC to 6.
I'm biased, but I like this version.

Wow. That's considerably cheaper to do than Nicol Bolas, and a better ability to boot. I'd be very afraid of what this card can do in combination with Through the Breach style cards. You only need to hit once to win the game...
CMC6, has to hit them, doesn't actually do anything if they can chump it, doesn't do anything if they have no cards in hand... It's still possibly a bit too good; but not much too good.
Oh, heh. I see a big demon with Nicol Bolas's ability, and I assume flying. Still very likely to hit with a Sneak Attack ability, unless your opponent always keeps two creatures up, which is probably a worse strategy than just swinging, but at least there's a bit more interaction.
