Might be a little strong at 6 mana for a common, but since it's a little worse than a flash Man-o'-War, maybe it's okay?
The bounce clause is rather awkward. I could imagine someone automatically mapping that bounce to reflex in their head, so that they might in the heat of the moment think they would be able to clear a blocker out by casting this with reflex on their turn, only to 'herp derp'.
This too relates to that 'reflexing/reflexed' I mention on Strike Down.
Yeah, I debated whether or not I should tie the bounce to the "not your turn" or the "reflex cost" clause. I went with the former mostly because it uses less words, but it does create a somewhat-corner-case in which you can't use this aggressively during your turn. I saw that as a potential "limit" to the flexibility of this card, as a 3/3 + bounce a creature with flash seems pretty strong at 6 mana already. If I can find a word that works as elegantly as kicker/kicked, I'll probably change this to tie to the reflex cost.
"If reflected"?
That kind of implies something being countered or bounced back. I thought about "Ambush", though "if it was ambushed" implies something else entirely.

I agree this is likely to be misused. Why bother with the "Not your turn" limit, anyway? Just too efficient when flat-cast?
It's part of thinking it might be too efficient when flat-cast, part of it encouraging using it for defensive rather than offensive purposes. I think I'll just modify the text to be changed to "if you cast it for its reflex cost", because Seeing Spectres uses the same line of text and I think that's less mess-up-able.
