Needs "Untapping an untapped unflipped permanent causes it to become tapped-and-flipped", and "Untapping an untapped flipped permanent causes it to become tapped-and-unflipped".

As commented in chat - this would of course be completely and utterly broken, since it allows infinite taps and makes a prodigal sorcerer an instant win. It looks like it would work pleasingly well though, so maybe if it just cost enough....
