This is another one of those cards that I feel can be downshifted to be a draft-around-me Uncommon.

3/1 reach feels weak though, especially because it wants to go in a slower Proclaim deck.

Changed the ability to reduce proclaiming instead of casting proclaimed cards. Removed the flavor text.

I like this effect a lot more. Visually looks more interesting and helps with that mythical 5-color proclaim deck.
