Just skip the whole "sacrifice unless"-part and state just that they must waste a non-Waste (nonwasted?) land they control. Worst comes to worst they have to waste Eye of the Desert itself.

Though I don't think the drawback would be enough in your average environment.

Mmm... it's pretty darn good. It's always your second land; and now you have {c}{*}. And wastes can be good for you, in this set.

Still, even if pushed - it's not much overpowered. Would need testing; it's certainly 'run 4 of' in any 3+ colour deck.

This is indeed interesting. I think it is a tiny bit overpowered, but not very much. (Which is a fiddly place to be, as most nerfs are a bit too nerfy. Maybe Legendary?)

There's a little trick in that you can tap, say, a Mountain for {r}, then play this and waste the already-tapped Mountain; so its drawback need not apply on the turn you play it.
