"and choose up to two cards from it, that player puts the chosen cards on top of their library in any order" is the correct terminology. The card would read and play better if you got to choose the order they go on top in.
As for preparation, I would have thought that cards with it would be costed cheaper than normal versions of the card, given that you have to wait a whole turn to get it. 4 mana and wait a turn for a 2/2 with an OK ability? I understand the set plays around with exiled cards but even so, this could easily cost

Owch. Two draw-step denials is as bad as Plow Under. That was a notoriously frustrating card to play against. It's also a perfectly legitimate ability; just be aware that a lot of people will groan unhappily when they see this appear across the table.
