work as meaning a single blue and white artifact? I want to want to say you need an artifact that is both blue and white in the simplest way possible.
the shortest way to say "white and blue artifact" is "white blue artifact".

... that said:
I don't see the need for the additional cost at all - this is already on the levels (and below) of Azorius Cluestone and Azorius Keyrune if you remove the triggered ability.
Azorius Signet was too efficient, but this already costs a full mana more. No further drawback needed.
