Does {u/w} work as meaning a single blue and white artifact? I want to want to say you need an artifact that is both blue and white in the simplest way possible.

the shortest way to say "white and blue artifact" is "white blue artifact".

  • "artifact" is an artifact
  • "blue artifact" is an artifact that also is blue
  • "whtie blue artifact" is an artifact that also is blue that also is white

Hybrid mana symbols are used when either of the colors is a viable option e. g. to pay {w/u} you can pay {w} or pay {u}. If you add {w/u} to your mana pool, you add your choice of {w} and {u}. As such {w/u} is essentially the OR case, where {w}{u} is the AND case.

I strongly urge to use words if you continue ´to feel the need for the triggered ability...

... that said:

I don't see the need for the additional cost at all - this is already on the levels (and below) of Azorius Cluestone and Azorius Keyrune if you remove the triggered ability.

Azorius Signet was too efficient, but this already costs a full mana more. No further drawback needed.
