Use of "bury" as the "mill" keyword + "their" instead of "(s)he"
I think chant should have a period before it. It seems too easy to misread these effects as the target player chanting instead of you.

Compare to Jace's Erasure. Should cost 1U or 2U I think, but definitely more than U.

seems reasonable as indicated by the latest test draft. That also means I can with good conscience drop Hallowed Dormancy to 
(so that reasonable diversity in mana costs is maintained at each rarity). I'll probably add that 'then you chant' for this now that it was used for Sapphire-Winged Herald.
I thank you wholeheartedly for all the comments btw. While binge-commenting custom sets can be satisfying, it also takes time and effort, so I appreciate that a lot.
