Creatures that are blocked – but not attacking, neither apply nor take combat damage.
Flavour is spying out where the enemy actually is, before you attack.
Comprules: Transpose the declare blockers and declare attackers sub-phases.
Comprules: If this leaves play after blockers are declared, and before attckers are declared, um, then the next thing you do is declare blockers again - knowing that nothing is attacking.
I think this one leads to very few ground stalls - you'll know in advance which creature(s) they let through, and only attack with those and maybe some that can kill their blockers.
And on the flip-side, blockers are much less effective so may as well attack; right?
