Nice; naturalise certainly wants to exist here, flavour is great - not sure I like primeval as the boost here, it feels like it won't become relevant often enough. Which may make the card feel bad - I'd rather be playing a plain Naturalize and get the discount.

Most sets have a 3-mana Naturalize. This is a much nicer sweetening rider than Appetite for the Unnatural. If you need it in Limited, you're happy to pay whatever for it, even 4 mana. If you need it in Constructed, some set somewhere nearby will have a 1- or 2-mana variant so they'll use that. And actually I could see this being used in a basic-ramp Constructed deck if there's a deck based on artifacts or enchantments, because a cantrip is a very nice reward.

Artifacts are currently not planned to be that many in the set, also not that strong ones either. There will be similar cards to Muraganda Petroglyphs though, so you need a way to kill enchantments.

Yeah; fair enough - not every card gets to do things outside of the set.
