Also since this isn't actually gaining you P/T if you remove +1/+1 counters, I'd suggest the cost should be a lot lower.

It could be lower, yes, but I'm not sure if this might be too strong then with breeders.
Out of set, it is fantastic with -1 counters, too.
Still, it's 4 mana - how often will you have more than 4 breeders in play? All the breeders we have seen so far have had very small values.
