Seems like a rare event; but does punish eldrazi and creatureless decks, I suppose. And rewards you if yu are managing the keep the board clear.
I'm not sure it punishes them enough, to make it worth ever putting this in a deck, mind you. And the reward for your opponent having nothing in play is winning the game by beating them to death with the most embarrassingly useless creature you can find. So not much value there either.

I think it ought to be a 1-mana uncommon then. It's mostly meant as a possible punishment for 3+ color decks. Note that Suvnica includes some amount of devoid spells.
