Riff on Overwhelming Denial and Illusory Angel. Was thinking of making it
, but then it would be almost strictly worse than [Cancel].
Seems kind of cool, don't know how strong I'd be in this set but in formats with free spells this seems pretty powerful. Other counterspells we currently have feel like they work slightly better in the set as well.
Well, it's for the still empty (soft counter) spot because of its restrictions, so I don't compare it too much to the other counter spells. (((Stifling Convocation))) may compare, but at the end of the day it is a hard counter, while this is not so much.
One thing that confuses me is that Card73577 was moved to the hard counter slot in competition with (((Stifling Convocation))), but it's not quite a hard counter. Unless I'm mixing my definitions up and associating "hard counter" with spells that counter a spell without any limitations.
Still not happy with (UU09) by the way, it is not a hard counter as you said, and such an important card for a
deck being dependent on a non core blue mechanic is still bad. Unless you force it, most of the time (UU09) will counter spells with CMC2, which is ok but kinda terible for

Your definition of hard counter is correct otherwise. We maybe need a definitive hard counter for lots of Mana that gives an advantage somehow. Anything under 3 CMC should not be a hard counter in the NWO, at least not in Uncommon.
