This definitely would screw over the "small toughness" white creatures. However, this needs to be changed to -X/-X until end of turn, as a sorcery can't permanently give creatures -X/-X, unless it were to put X -1/-1 counters on the creatures.

On another note, I've felt like we need a white wrath card as well.
