Made it a common for now. It has the possibility to get you 3 lands on turn 3, but I think most of the time it only gets you a large number of lands when you already have lots anyway so its not really powerful.

This seems too wordy for common, especially in a set with as many wordy cards as we have so far.

Yeah it seems wordy, but I dont want to move it up to uncommon just because of that. The effect is simple enough just the way you have to describe it takes up a lot of space.

As a common this should neither give this much card advantage nor ramp that heavily and is quite wordy.

In a modern set you probably could get away with putting up to two land cards into your hand, but not with common Exploding Vegetation.

The big design failure of this card is that the ramp spells should enable discovery - not depend on it. Compare: Expanding Border

I have had some uncertainty about this card. It actually isn't that effective at what it tries to do until later in the game, which is weird, while on the other hand it has the potential for mass ramp. The alternative definitely is probably better.
