If Wizards were actually designing this card, they'd make the {g} ability give +1/+1, and the {u} ability would mill for the amount of combat damage dealt. But it doesn't really work because the {u} ability really should be triggered: "Whenever ~ deals combat damage to a player, you may pay {u} . If you do, put the top card of your library into your graveyard for each damage dealt this way" or something horrible like that.
