What does the first line mean? Is this basically a sorcery that gives you an ETB and death trigger?

I've been having some issues with my colons not showing up when the card is generated. The following is what I have written

"Sacrifice ~: UEOT instants and sorcery spells you cast cost {2} less."

Yikes. Looks like the "UEOT" expansion is eating the colon before it for some reason. Sorry about that. I see the bug and have a fix ready. In the meantime I've edited your card to avoid the bug.
