not sure if it should be "put a -1/-1 counter on target creature you control." Like, I feel like it should, but this also allows you to get past shroud in whatever environment has shroud in it.

You can't have targets in costs, so this definitely shouldn't target the creature that gets the -1/-1 counter regardless.

I feel the problem here is paying in (parts of a) creature to get yourself a creature at such a low running cost. Invest more mana into the activation and it might balance the fact that you can avoid the card disadvantage with a high toughness creature.
