I don't think you CAN template this, but it's actually fairly understandable.

Although...

Are you adhering to "objects become different when they change zones"? That is, can I play Twiddle and untap a creature card in my graveyard that used to be alive?

Or is the intention to let you target stuff that recently got shroud?

That's the main intention, yes. (Or otherwise protection)

But I don't see something fundamentally wrong with tapping/untapping a card in the graveyard, it'll just not do very much.

I had been tempted to allow you to, say, regenrate something that died last turn, but shied away from that. It goes well with the "It was legal to play interrupts from...." card though :)

­:) I think you can template the able to target a recently-shroud creature. I think it's possible you may be able to template a "target card in a new zone" but it will be completely different and probably an awful mess.
