Basic version should be fractionally more expensive than Neck Snap/Divine Verdict. Given this is card advantage when flashed back I'd say costs of 5 / 7 are appropriate. Alternatively make it Rebuke/Kill Shot costing 4 / 6.
This is weird... What if you want to cast it on your creature, but there's already been a spell cast this turn? Unpleasant.
