If decadence were to become my Britannian mechanic for the set, I think it'd be fair to have just one or two decadence cards in blue, since both main factions have presence in blue. It'd also be nice to get more decadence values of >1 at common, and this mechanic needs to be >1 to make sense on its own. Sadly it comes out very wordy :(
