For multi-target ability-granting effects, there's an interesting question about whether they should say "up to". I think it's more in keeping with the flavour of decadence that if you don't have enough targets of your own, you might have to give your opponents' creatures lifelink as well.
While I appreciate the flavor reasons behind requiring the right amount of targets, I think the gameplay would just be better with "up to."
