Wow. Does that mean you can draw mana from lands multiple (infinite) times in a turn? Funky effect.

That was the intention. I hope is 12 cost and 4/4 make him more fair though.

{t} becomes an unpayable cost with this effect, so it actually has quite the opposite effect: you're locked out of lands.

" {0} : Untap target land" is as close as you're going to get.

I don't recall what it said before, but I think you could phrase it more closely if you really wanted. "You may activate mana abilities of lands you control as those those abilities' costs didn't include {t} ", for example. The wording's ugly - it'll have to be to work under the Comp Rules - but I think it works.
