This seems... really bad. It looks like Lurking Informant but more expensive to cast and activate, and doesn't even give you the information before you have to use it! Even if I paired this with Field of Dreams or suchlike, it's still a lot worse for controlling my opponent's draws than Lurking Informant or Millstone.
I would argue that this card being harder to deal with than lurking informant (which virtually any deck has natural defenses to in the form of basic creature removal) justifies the slight increase in cost.

Still very bad though. I mean, compare to Cranial Extraction/Memoricide: after paying your four mana, you still have to pay 2 every turn to keep denying them the card you want to hose?
