"with exactly one target" would make it clearer that you can't target something with no targets.

This is a pretty awkward card, by the way. It mentions activated abilities in a common, which many players won't know what they are. And it has a restriction that leads to disappointment (because it's very narrow) and, as far as I know, isn't about a set theme or anything.

there isn't that much ability negation out there which was why I threw this in - also lots of targeting abilities throughout the block
