I don't think even blue has got a 2-power flyer without a drawback. Perhaps you could argue Carnivorous Death-Parrot doesn't really have a drawback. Certainly it's a bit eye-opening to see red get one. It seems better than a number of historical cards like Gossamer Phantasm or Welkin Tern, but the extra coloured mana symbol does count for a lot.

So for all that, it's probably actually pretty fair power-level-wise.
