Evermind's Oracle wording says "(Nonexistent mana costs can't be paid.)", which is probably the reminder text you want here as well. You can also replace the "is blue" line with just adding a colour indicator, as on Ludevic's Abomination.

On a separate side note, I really like the idea of putting flashback on a spell without a mana cost. But I don't like the idea of attaching it to such a confusing ability... in my mind, this would have been a stronger card if it just read "Draw three cards. Flashback {2} {u} ."

I'm sure others would disagree with me, though.
