I'm assuming this is meant to be a triggered ability. When does it trigger?

Strange. As it stands, you can just return this card at any time you feel like, assuming you have the ability to tap your islands. It doesn't even require you to tap the islands now... you could return it during your opponent's turn even though you tapped the islands during your turn in response to anything. If your opponent tries to respond to you returning it to your hand, you can respond again by returning it to your hand. The only time it wouldn't work is when you don't have any Islands under your control (non-basic lands, much?)
