this is the opposite:
You DON'T want to play it b/c you want someone else to play it so you can play its finality cost.
You may want to flip the order of Finality and "When Binding Silence is discarded..." I suspect that a lot of players will assume that activating the discard triggered ability is the same thing as casting a spell. I mean, unless they had a strong understanding of the rules, how would they know what constitutes casting a spell and what doesn't? If the order is flipped, though, they at least get a chance to parse the designer's intent for the card.
