I needed a Grixis instant with the name "unnatural edict". I can make it a different card.
This will almost always be 3 shard mana just to cycle a card, which is extremely weak. A more realistic compensation for failure to sacrifice would be draw 3, in the tradition of cards like Browbeat and Fatal Lore.
I think drawing two cards would be a good compromise between it being an uncommon and it being too weak
Hmm. So in a duel this is Inspiration, 1 mana cheaper but much more fiddly colours. With the drawback that an opponent will (once in a blue moon) sac something to deny you your draw. Not very good. However, in multiplayer its value skyrockets: even with just 2 opponents you're getting either 4 cards, or 2 cards and make one of them sac a creature.
Perhaps the value of this is a little too swingy with the number of opponents. Perhaps split the difference? "Draw two cards. Each opponent may sac... Then you draw a card for each opponent who didn't sacrifice a creature." That's better in duels - Jace's Ingenuity much cheaper, in exchange for fiddly colours and the out against a token deck - the same with 2 opponents, and less explosive with 3+ opponents (while still being clearly a multiplayer-scaling card).
