Eh; can't think of something funky it should do - but can we have devotion to the colourless part of a casting cost? I don't see why not.

colorless is not a color.

even if you could, the value has to be much higher than normal colors. e.g. emrakul grants 15 just like that. even ordinary artifacts can grant a bunch without much effort.

The amusing answer is that emrakul gives devotion to {1},{3},{5} and {15} but not other values :)

(I don't think there's any "right" meaning of this: magic has never had to decide whether {2} and {1}{1} are the same or not, so it never has.)
