3 or more? That's one heck of a hoop to jump through. I think it'd be fine if it was 1 or more - see Hellkite Hatchling.

­Hellkite Hatchling is multi-colored and only gets a single counter per creature eaten. Also anyone running an elf deck should have no problem at all eating 3 elves. I know I run elves as my main tribe.

Yeah, I'd place this in the category of "The first ability matters, the second ability won't come up much but it's gravy when it does"

Lots of cards are like that. Odd that it doesn't fly; but then it's both green and probably wouldn't find too many elves up there.
