Um, I think this won't work as a counterspell so.. not actually any use?
Ooh. Wow. Draw 2 cards for
instant. That's pretty good.
I remember when Krosan Tusker came out people were calling it the "green Inspiration for 3 mana not 4". Of course, power levels have come a little way since then, so maybe it's okay. Gift of the Gargantuan gets you a land and one more card for
sorcery, with the potential for slightly more choice but also with a bunch more restrictions. (And Lair Delve is even worse, but that's just a pretty awful card.)
I suspect this would need to be
. At that point it's just the cycling half of Krosan Tusker, but the other options are probably just too good. (Also note that Lay of the Land is a sorcery for 
, which is often equivalent to an instant for 
without the cantrip.)
