This may not work the way you think it does. For example, if I had a Sword of Light and Shadow and this on the table, I could declare that I'm equipping SoLaS to a creature, then pay all costs... including, tapping this for the two mana. This card would only be a problem in very rare circumstances where this is tapped, and it has nothing to do with the ability being activated.

Oh, hold it... was this intended to stop your opponent from activating their abilities? If so, this comes with the complete opposite problem. Most people will assume you can't tap this card to activate the abilities on their own cards. That's not exactly common knowledge.

Solution to that problem is the same as on Charmed Pendant: "Activate this ability only any time you could cast an instant."
