I was going to put "If, at the end of your turn, you have no cards in your hand, win the game" - but it's fiddly to get that to not trigger the turn you cast this, and really, tell your own stories. If you can't win before you deck yourself, well, that's the point, aint it? I also thought about making replacement a discard effect; but that seemed pointlessly fiddly and abusable. I, uh, don't know what happens if you use a library search after this. Presumably you have to keep the revealed cards on top of your library, still revealed.
downcost, to keep the sevens theme. Make it modify your normal draw, instead of your upkeep (splashier)

Reminds me of Jin-Gitaxias, Core Augur. Though that had the whole Phyrexian colour-bleed nastiness thing going on too.
I was also gonna have having too many cards in hand kill you off; but that got lost in the shuffle.
