Honestly, I think this could either cost less or count all creatures an opponent controls, rather than just the ones that entered the turn this is cast.
lowered the cost as you said. I must have the wording like this, because of the flavor! I want it to feel like an opponent is putting in an army to attack you but you are ready and make a couunter raid on him!
Reminds me of Caller of the Claw. Or perhaps Gather Specimens. It's not really very much like either of them though.
The flavour is great, but the name's not quite right. This isn't actually making the raid, just gathering the army. Name could perhaps involve "conscription" or "muster" or "enlistment", that kind of thing.
