I rather like this mechanic. The casting cost, p/t ratio, for commonality seems right on the money (though, a flying haste dragon isn't normally a common... but, really, it could be.)
May I suggest that Engulf reduce the cost of the spell by its mana cost, instead of its converted mana cost? So, for example, if I sacrifice a Hill Giant, the difference I would need to pay is ? Convoke, after all, is cool with colored mana (although most people don't seem to notice that until they are shown Gather Courage).
It's like "Creature offering", minus the random flash. (As on Patron of the Kitsune and friends.) And yeah, offering reduced coloured mana too, which probably means it's OK to do.
I feel like I made that comment already, but I'm not sure on what card.
