Well, deterring someone from pumping a creature is the only reason I can see to split the taking control like that.

How are they taking their dragon back?
Aw, crud. I read the card wrong. I was assuming that last ability had "Any player may activate this ability". I have no idea why... I guess my mind thought it sounded more fun, so that's what I saw.
I thought it was probably meant to have "Any player may activate this ability" at first.
This might read more clearly as:

More interestingly again, make this have mana cost
and the activated ability cost 

, or similar.
If the abilities are linked, then you can pay
as many times as you want and deal damage that many times. The current wording prevents that shenigan. I do like your costing, however. Unfortunately, it weakens all of the fun combos with Zedruu, Bazaar Trader, etc.
