I'm not sure how I should word the text on this card. I think everyone understands what it's supposed to do, but can I get some advice?

The first part is correct, according to Traumatize. The second should probably say "That player takes an extra turn after this one."

Updated text phrasing. Added art. Changed casting cost from 2uu to 1uuu.

Added rarity...drrr.

Nice flavourful pair of abilities, and plays very well with the exile-matters cards in the set. Excellent blue mythic for the set.

It's a really scary enabler for your set. Turn 4? I think I'll dump half my deck, so that I get turn five as well and - oh look, all my 'exile matters' stuff is now at full power.

Still, it is costly, it is a blue mythic, and it does exile (so preventing most of the abuse that could be done with this) So it's pretty scary, but probably just balancedly good.

Needless to mention "Mill 30" being pretty powerful, but "Have an extra turn" is probably an acceptable downside when it's used in that mode.

(If it wouldn't take too long; I'm tempted to suggest instead of 'top half' go for the "Divide into two piles; opponents chooses one to exile" thing, but maybe that's a different card entirely.)

@Vitenka I know what you mean. At first glance, you'd think that this combination of giving Time Warp a steep downside and Traumatize a downside if used on the opponent would yield a card with a CMC less than either card. But with its ability to enable the set's primary keyword ability by turn 4 and then push straight into turn 5, it's a deceptively difficult card to cost....

It is deceptive to cost. Personally, I think this card is just Time Warp+. Exiling half of your library doesn't mean anything, and as other people have posted, it's probably a good idea in this set.

Technically, though, this is a hard to recur Time Walk... or, in other words, it does become dangerous when it gets cast a second time. I don't know if that drawback is really worth {1}, though. Meh. I'm being a party pooper. I like the card, and it seems fun. If it was given to a group of developers, they probably wouldn't touch its cost anyway. I think Time Warp costs five because it's really good with Anarchist, to be honest, and this card? Not so much so.
