I prefer +1/+0 for {1} and {1} with a bonus before +1/+1 for more than Leonin Scimitar (which I'm not saying is fair). But that's okay.

A general note, though. If you're making many tribal Equipment, make the bonuses and costs vary. It gets very dull when three commons are mostly the same.

On the tribal part, I think the bonus is good enough here to encourage you. (On Dwarven Battlepick and Militia Crossbow is awful, though.) Now just figure out which tribes you want to support, and that you actually have enough of those.
