I was going to make this "All creatures get -X/-X until end of turn," but I realized that it's very similar to Fury of a Time Lord. I then thought "Each opponent loses X life and you gain X life"; once again, Fury of a Time Lord. Suggestions?

So very tempted to suggest: "Pay X life, draw X card. Pact." Which embodies the name well, but is probably unutterably broken.

Can't think of a better idea, so I do suggest it.

Yawgmoth's Bargain = Unfair.
Necrologia = Underpowered? Go figure. And I can assure you that it has nothing to do with the fact that you only get to do it for one turn. Okay... I'm sure that has something to do with it, but the big different has got to be the fact that you can only do it during the end step, preventing it from being an engine card.

Had this been an uncommon, I would have suggested "Exile X target cards from any one graveyard". I like how that rolls. But, yeah, few people will appreciate opening that card as their rare for the pack.

I also would have suggested mill, but it looks like your blue one has that covered. Mass Raise Dead? Is that too counterintuitive?

An X variation on Twilight's Call would be interestingly buildable-around.

"Return X target creature cards from a graveyard/your graveyard to the battlefield (under your control)."

"Return each creature card with CMC X or less from a graveyard/your graveyard to the battlefield (under your control)."

I'd stick to the second idea. The first idea is how you get a turn 2 Praetor on the table. And that doesn't include fast mana... just a round 1 Sorcery that happens to put a card in your graveyard.

reanimates

Oh wait: higher X values encourage you to exile cards from your graveyard, thus getting rid of reanimation targets. Your opponents probably will have delved (now a verb!) creatures away as well, without realizing you wanted to take their creatures. An instant with delve in response could also strip away all creatures.

In larger formats, this probably wouldn't be an issue. In Limited, Block Constructed, and potentially Standard this might be. I could have it return exiled creatures to the battlefield (which is like Lord President Rassilon's own ability), but then the problem reverses.
