Hmm. Awkward. If I get this guy's power up high enough, I want to attack, not stop another creature from attacking. That, and white doesn't do much +X/+0... mostly just +X/+X and +1/+X.
That being said, there's always "Tap your creature at end of turn, I attack." I just don't know how many players will appreciate that. Maybe this shouldn't use tap? Perhaps an attack trigger? Or "At the beginning of each opponent's combat step"? Or Vigilance?
The difference between "Vigilance, then tap" and "Tap at end of turn, then untap" is small, but yeah, I can see it.
Still, I'd see this more as "Tap down your utility creature" - which is something white is good at. If you've got a bigass +X/+0 you're probably better using it on something to kill off their fatty by forcing it to block, rather than putting it on this to force it to stay tapped. Still, no reason not to leave the option there.
And "I roar louder, bow down to me" is pretty stylish.
The only remaining problem is that Minister of Impediments is just better. Apart from this thing being slightly bigger. This wouldn't want to cost

after considering all the comments. Think that might be too cheap since the set is supposed to have a little tribal theme, but then, it is uncommon.
I think its fine as is given that if you don't have your tribal boost out, then this is somewhat limited.
