It's Mystic Snake given a double whammy

Pricey, but ouch.
I figured a green/blue deck can have enough mana to cast this by turn 3
T1 Forest, Birds
T2 Island, Birds or Elf
T3 any land = 5 mana
So I didn't want to make it any cheaper
Turn 1, Plains Turn 2, swamp, Pentad Prism Turn 3, island or forest...
Fair enough, though. I don't like it at this price; but card advantage guys will love it.
Fervent Denial suggests 5CMC this is about right, even though it does seem expensive.
I made something similar in Gentlemen Magicians, Braithwaite's Talisman. My reasoning there was, it was basically like a counterspell plus "draw a card". But I probably undercosted it even so, since half the time "draw a card" will draw land or something irrelevant, whereas that always "draws" another counterspell. (And even if that isn't what every deck wants, the decks that DO want it will be the ones to play it.)

Very strong card. Less creature-y than Mystic Snake (i.e. 1/1 rather than 2/2), but that's fine because it's even clearer straight-up card advantage. OTOH, keeping five mana up is quite something to ask of most decks. Nonetheless, I'd expect this to see play.
