This could just be a sorcery, but it's still pretty much better than vampiric tutor, which is a busted card

It's technically not strictly better, as it is liable to be blown up before your upkeep (thus leaving the tutored card in exile in the process) -- it's specifically not a sorcery to allow for that.

But it's probably busted anyway. Maybe at {b} {b} instead of {b} ?
