I think you've buried an interesting concept (a Wither-inversion) beneath some unnecessary hydra-stuff.
Looking at your other Bloodsteel designs, which offer a powerful ability that becomes increasingly difficult to use as counters accumulate, this seems like it should be a more distinctly "Johnny" design, like:

Damage is dealt to ~ in the form of +1/+1 counters.
Whenever ~ attacks or blocks, you lose 1 life for each +1/+1 counter on it.
You know, when I first misread this, I misread it as saying "Damage is dealt to ~ in the form of +1/+1 counters". That's an awesome way to misread a card.
What happened when you misread it the second time? ;?
