Probably not too good. The tapping removes a certain amount of utility from the instant speed.

The investment to get anything more than a single counter is already quiet a lot.

Compare Professor's Warning, Essence Infusion, Basri's Solidarity.

I think

> "Sacrifice any number of creatures. Distribute that many +1/+1 counters among any number of creatures you control."

is perfectly acceptable at that cost.

Changed to add a bit more value and moved to sorcery speed. Might be too strong now, making a note for if playtesting ever happens.
